Have you consulted federal authorities regarding the legality of pursuing this as a civil rights case? That would go around those who are refusing to prosecute. Moreover, if the reports I've read are correct, these pieces of trash have raped other girls. That could give the federal authorities more justification for stepping in. Let's face it--the sheriff and prosecutor have not, and probably will not, do their jobs.
